The National Investigation Agency (NIA) has arrested a second accused in connection with the April 7 improvised explosive device (IED) attack on a residential house in Bishnupur district, Manipur, in which two minor children were killed and another person was injured.
According to the NIA, Thangmang Haokip of Churachandpur was arrested on September 25. He is the second person arrested in the case, following S. Palal Thadout Kuki, who was arrested on August 12 and is currently in judicial custody.
The incident occurred at Tronglaobi Awang Leikai, where an explosive device was allegedly launched from a hillside and struck the wall of a residential house. Three members of the family sustained serious injuries, with two minor children later succumbing to their injuries. An unexploded improvised rocket-propelled grenade (RPG) was also recovered near the site.
The case was initially registered at Moirang Police Station. The NIA subsequently re-registered it on April 23 as RC-04/2026/NIA/IMP, invoking provisions of the Bharatiya Nyaya Sanhita, Explosive Substances Act and Unlawful Activities (Prevention) Act.
The agency said Haokip’s alleged involvement emerged during the course of its investigation. He was produced before the Special NIA Court-II in Imphal, which remanded him to 12 days of police custody.
The NIA has said that further investigation is continuing to identify and apprehend other individuals allegedly involved in the conspiracy and to determine the wider network connected with the attack.
